Law Enforcement Support and Counter Transnational Repression Act (H.R. 2116)

The Law Enforcement Support and Counter Transnational Repression Act (H.R.2116) was introduced in the House on March 14, 2025 by Rep. Gabe Evans (R-CO), with original co-sponsors Rep. August Pfluger (R-TX) and Rep. Seth Magaziner (D-RI). The bill advanced out of the Committee on Homeland Security on April 9, 2025.

This bill will help educate communities about transnational repression and create a hotline to connect victims with federal support.

The full title is: “To amend the Homeland Security Act of 2002 to conduct a law enforcement support and counter transnational repression public service announcement campaign, and for other purposes.”

The bill:

  • Directs the DHS Office of Partnership and Engagement to conduct a public campaign educating Americans and international allies about transnational repression. The campaign will share resources for victims of transnational repression, including how to report cases to the FBI.
  • Directs the DHS Under Secretary for Science and Technology to research and develop better ways to support state and local law enforcement to counter transnational repression.
