House Resolution Condemning PRC Harassment and Intimidation in the U.S. (H.Res.130)

This bipartisan resolution was introduced in the House (H.Res.130) by Rep. Ami Bera (D-CA), along with original cosponsor Rep. Andy Barr (R-KY) on February 13, 2025.

The full title is: Expressing the sense of the House of Representatives in condemning the Government of the People’s Republic of China for its harassment and efforts to intimidate American citizens and other individuals on United States soil with the goal of suppressing speech and narratives the People’s Republic of China finds unwelcome.

The resolution condemns the People’s Republic of China (PRC) for harassing and intimidating individuals in the United States to suppress free speech, academic freedom, and dissent.

The resolution:

  • Strongly condemns PRC’s harassment, intimidation, and suppression of free speech on U.S. soil,
  • Highlights incidents targeting activists, scholars, and diaspora communities,
  • Reaffirms freedom of speech as fundamental to U.S. democracy,
  • Urges U.S. universities and think tanks to resist foreign pressure and protect academic freedom,
  • Calls on federal and local law enforcement to act against PRC-linked harassment in the U.S,
  • Urges the Secretary of State and executive branch to raise cases of PRC intimidation directly with Chinese officials,
  • Advocates for international collaboration to counter transnational repression and,
  • Encourages U.S. representatives in international organizations to back resolutions condemning suppression of free speech.
  • Defends U.S. sovereignty, free expression, and academic freedom while confronting China’s growing use of transnational repression to silence dissent beyond its borders.
