Combating CCP Labor Abuses Act of 2025 (S.580)

The Combating CCP Labor Abuses Act of 2025 (S.580) was introduced in the Senate on February 13, 2025, by Senator Gary Peters (D-MI), with original co-sponsors Senator Cynthia Lummis (R-WY) and Senator John Curtis (R-UT). A previous version of this bipartisan bill unanimously passed the Senate in 2023. 

The full title is: “To require the Secretary of Commerce to provide training and guidance relating to human rights abuses, including such abuses perpetrated against the Uyghur population by the Government of the People’s Republic of China, and for other purposes.”

The bill would: 

  • Require the Department of Commerce to provide training to raise awareness about human rights abuses occurring worldwide, such as human rights abuses perpetrated by the Government of the People’s Republic of China against Uyghurs and other ethnic minority populations in the Xinjiang Uyghur Autonomous Region.
  • Require the Department of Commerce to offer guidance on the reputational, economic, legal and other risks of doing business in places with widespread human rights abuses.
  • Require the Department of Commerce to offer guidance on ways to avoid doing business where significant human rights abuses have occurred.
