Confronting CCP Human Rights Abusers Act (H.R.3461)

The Confronting the CCP Human Rights Abusers Act (H.R.3461) was introduced on May 15, 2025 by Rep. Andy Ogles (R-TN), with original co-sponsors Rep. John Moolenaar (R-MI), Rep. Elise Stephanik (R-NY), and Rep. Barry Moore (R-AL). The Senate companion bill, S.1722, was introduced on the same day by Sen. Rick Scott (R-FL), with original co-sponsors Sen. Marsha Blackburn (R-TN) and Sen. Josh Hawley (R-AR).

The bill’s full title is: “To require the inclusion of the Ministry of Public Security’s Institute of Forensic Science of China on the entity list maintained by the Bureau of Industry and Security of the Department of Commerce, and for other purposes.”

The purpose of the bill is to reimpose trade sanctions on the Chinese government-run Institute of Forensic Science. The Institute was previously sanctioned by the US government for contributing to the persecution of Uyghurs, until the Biden administration removed the sanctions in 2023 in an attempt to encourage cooperation on fentanyl trafficking enforcement.

The Confronting CCP Human Rights Abusers Act:

  • Directs the Department of Commerce to add the Chinese Ministry of Public Security’s Institute of Forensic Science to its entity list, which limits trade with US persons.
  • Allows the Secretary of Commerce to approve exceptions to the restrictions, if they can prove that the Institute of Forensic Science is not linked to human rights abuses against Uyghurs, Kazakhs, and other Muslim Turkic peoples.
