Manifest Modernization Act of 2025 (H.R.2653)

The Manifest Modernization Act of 2025 (H.R.2653) was introduced in the House by Rep. David Schweikert (R-AZ) on April 3, 2025, with bipartisan original cosponsors Rep. Lloyd Doggett (D-TX), Rep. John Moolenaar (R-MI), and Rep. Raja Krishnamoorthi (D-IL).
The Senate version, S.1259, was introduced April 2, 2025 by Senator Bill Cassidy (R-LA), for himself, Senator Sheldon Whitehouse (D-RI), and Senator Catherine Cortez Mastos (D-NV).
The Manifest Modernization Act brings greater transparency to shipments crossing U.S. borders to help stop the trafficking of drugs and illegal goods. Under current law, only ocean vessels must publicly disclose manifest information. The bill would extend the public disclosure requirement to aircraft, truck, and rail manifests.
As noted by Senator Bill Cassidy, a sponsor of the 2023 version, “Ocean manifest data has aided investigations that have identified major Russia sanctions evasion schemes, uncovered Uyghur forced labor in supply chains, tracked tainted pharmaceutical products, and helped law enforcement find shipments linked to criminal activity, including drug smuggling.”
