The Chinese Military and Surveillance Company Sanctions Act of 2023 (H.R.760)

The Chinese Military and Surveillance Company Sanctions Act of 2023 (H.R.760) was introduced by Representative Andy Barr (R-KY) on February 2, 2023.

The Findings note that President Biden’s Executive Order 14032 expanded investment restrictions to include a ban on US investment in certain companies in the PRC surveillance technology sector, including companies that aid the PRC security apparatus. The bill would require the President to freeze assets, and prohibit financial transactions, for all PRC companies that constitute a threat as defined in the Executive Order. The Executive Order identifies “the development or use of Chinese surveillance technology to facilitate repression or serious human rights abuse” as a threat to U.S. foreign policy.
